This cel is from the opening street scene where Ranma-chan and Genma panda are fighting in the street. Here, Ranma-chan is reacting to some near-miss punches from the panda.
The audience is first introduced to Ranma in her female form and Genma in his panda form as they walk down the street in the rain, arguing and eventually fighting. The scene ends with Genma hitting Ranma over the head with a sign and carrying her off.
It would be nice to say that I recognized this cel as coming from the first episode right off, but I didn't. The first episode cels have a slightly different design for the red shirt outfit than the rest of season 1 episodes. Specifically, the white belt does not have a bow at the center front, and there are no vertical lines down the front of the shirt at the edges of the clasps.
