A nude Shampoo is in the Tendo bathroom with Ranma and Cologne. Shampoo has stripped naked and sprayed herself with cold water, turning herself into her cursed form - a cute cat. Then, after frightening Ranma, Shampoo goes back in the hot water and returns to being a naked girl. Here, in this cel, she is finishing recounting the story of how she became cursed at Jusenkyo. Shampoo is saying that it's all Ranma's fault.
