This scene occurs before Ranma learns that Ryoga transforms into P-chan.
P-chan sneezes while Akane is holding him as she talks to Ranma-chan, who has just chased Ryoga out in the cold rainy night and who says that s(he) is going to take a bath because s(he) is cold. Akane then responds that Ranma-chan should take P-chan (although she doesn't call the black pig "P-chan" since she hasn't yet decided on a name for the pig) into the bath with Ranma-chan. Subsequently, Ranma-chan disrobes while holding a struggkling P-chan, wondering what Ryoga transformed into, since Ryoga wasn't the dog that Ranma-chan thought he was.
Here, in this cel, the scene opens with a naked Ranma-chan holding an equally naked P-chan as they enter the bathroom. This cel, the B1 cel, is photographed so that only the slightest bit of P-chan appears on the screen. The screen capture below shows the B1 cel and the later B4 cel, just to reveal all in their full nude glory.
This cel might be described as a "semi-nude".
