Ranma-chan is going backwards on ice skates as a result of Akane letting her hands go after Akane is hit on the head by Azusa (girl partner of the Golden Pair). At this point, Ranma-chan can hardly stand up on ice skates and is consequently quite upset.
This cel is from production episode 15, which was produced during the first season but was not aired until later in the second season,
