Ranma is pouring water on himself to change back into a boy as he looks at the moving doll, wondering what is going on with the doll.
Akane, her spirit trapped in the doll, has just rode P-chan into Ranma, knocking him into the water and changing him into a girl. The doll in Akane's body doesn't recognize the girl Ranma and asks where Ranma has gone. Despite all of this, Ranma stii, rather thickly, does not realize that there is a problem. The doll in Akane's body is in the background reacting in a shocked fashion to the goings on.
After this point, the doll possessing Akane's body drops her kimono, revealing Akane in the all together. Akane in the doll's body then jumps on Ranma's face, knocking him down to preserve her modesty.
The designers have produced some very nice kimono designs for the girls throughout the series. I was drawn to the cel for its whimsical nature and the kimono.
