Shampoo is preparing for a party at the Cat Cafe during which Cologne intends to trick Ranma into declaring his love for Shampoo. In this cel, Shampoo has just finished applying her lipstick and has put it back in its case, which is in her hand. This cel is supposed to be the mirror image of Shampoo as she examines herself in the mirror.
The designers of the show have outfitted Shampoo with some truly beautiful dresses during the series, much more so than for any other character. This dress is especially striking.
