Ranma and Genma are sparring in the Tendo Dojo. Genma is begging Ranma to let him go. Ranma is saying that people are blaming him for stuff that Genma is actually responsible for. This scene occurs just before a flashback to Ryoga's encounter with the Jusenkyo springs.
Episode 18 is actually collection of recaps of scenes from previous episodes strung together with a little new animation to provide some sort of continuity. This cel is one of the limited amount of new animation done for the episode.
