Kasumi is holding her mother's recipe book. As she closes her eyes, she recalls her experiences learning to cook. She says that, at first, everything seemed to go wrong. Then a series of cels appears showing different cooking catastrophes. This flashback cel appears as the second in the series, showing the contents of the skillet catching on fire. There is only this one cel in the sequence. I don't have the cel layer with the flame.
This OAV contains multiple long flashbacks. The flashback that this cel is part of lasts 40 seconds from 01:00:35 to 01:01:15 and, after a brief one second return to Kasumi in the present, resumes for another 26 seconds from 01:01:16 to 01:01:42.
Since all cel layers came unstuck, I scanned the cel layers themselves separate from the background to show the individual cel layers and background independent of each other. The top unmarked layer contains shading of Kasumi's clothes and hair. It's unusual in that there are no lines copied onto the cel.
