This is a book cel. The prior owner attached the foreground to a clear cel sheet. The background, cel, and foreground are shown separately in the left image below.
Here, Happosai is bathing the newly born infant Pantyhose Taro in a Jusenkyo pool. The Guide expounds that the spring is the most cursed of all, having been the spring in which a yeti holding a crane and an eel on the back of an ox drowned (Niu-he-man-maoren spring).
Happosai found the dropped Jusenkyo guest book after Akane was kidnapped by Pantyhose Taro in his cursed form. Most of the names in the guest book were crossed out. Happosai puzzles over the book and announces that the name not crossed out is his own. Ranma and Soun want to know what Happosai was doing there. This scene appears as part of Happosai's recounting of his activities. Happosai says that he and the guide came to the springs and encountered a woman about to give birth to a baby boy. Happosai then bathed the boy in the spring
