Nodoka Satome, Ranma's mother, has just advised Akane to try to cut carrots more evenly in the future. In response, Akane says that may be why her past cooking always seems to have had hard bits in it. This sets off Ranko (Ranma-chan), who at this point is yelling that the hard bits are actually pieces of wood from Akane's too enthusiastic cutting strokes.
Mrs. Satome is going through a stirring motion while the discussion is going on. That is why the pan and her hand are animated on a separate layer.
