Akane is trying to learn to swim under the tutulage of Principal Kuno. The Principal is telling Akane that people in Hawaii learn to swim by being chased around by a shark with a rock tied to their backs. Here, in this cel, Akane is thinking that Hawaiian people are awesome while, in the background, Ranma and Ukyo are reacting with disbelief.
I just liked the whole look and feel of this cel.
