This is a drawing of Charlie the Tuna from a Starkist Tuna commercial. One has to look very closely to see the white bubbles just above Charlie as he is calling up to Starkist. I was very pleased to come across this cel at Van Eaton Galleries booth at Comic Con 2011.
The character of Charlie Tuna was created in 1961 by Tom Rogers of the Leo Burnett Agency. Charlie was used in over 85 TV commercials until 1989, when he was temporarily retired, according to Starkist's website. During Charlie's initial run, he was voiced by actor Herschel Bernardi. The early commercials were produced by DePatie-Freleng Enterprises. Charlie was brought back in 1999.
