Kasumi and Nabiki are in the Tendo kitchen when they hear Akane's screaming, which she is doing in reaction to just encountering male Ranma nude in the Tendo bathroom.
The layers do not appear at the same time. The specific expression shown on Kasumi's face occurs at 12:49. The scene fades out before Nabiki completes her turn to the side. The screen capture shown for Nabiki at 12:50 is the closest image that can be captured to the Nabiki image shown in the cel. Also, the steam layer T21 had to have been photographed and the image blended to make the layer as transparent as it appears in the screen capture.
