Akane has just slapped Ranma-chan. Ryoga is throwing his bandana weapons, saying "Ignore me, will you?". However, in this cel, Ranma-chan, with a shirt torn by Ryoga's attacks, tells Ryoga to "Butt out" as she chases Akane after kicking Ryoga. This all happens just before Akane's long hair is cut off.
This is the second Ranma cel that I ever acquired.
