The Tendo sisters are in the hotel public bathing area. Here, Kasumi has just given Akane a rock and suggested that Akane use it as Nabiki looks on. Earlier Nabiki and Kasumi suggested that the noises they heard might be due to wild animals. The sisters discussed that, even though the male and female entrances are separate, the bath areas might join up so that the noises might be from the males.
This is a situation repeated several times in the series. The demure, non-violent Kasumi offers a weapon to Akane with the suggestion that Akane use it. This happens in season one when the sisters are awakened by a disturbance in the night and later in the OVA when the oni possesses different people.
Oh, and yes, the sisters are completely naked, so this qualified this cel for this section. (Later, the sisters are visible from the rear as they peer over the rocks to see if Akane hit anyone with the rock.) This is actually the only time I can remember that Kasumi is shown nude in the series.
