The view switches back and forth between Ryoga and Ranma-chan and Akane. Here, Akane, who has been standing in shock after Ryoga's weapon has cut off her hair, just starts to react by blinking and raising her eyes.
When I saw this cel on the Mandarake auction, I really wanted it. Akane's loss of her long hair is a pivotal moment in the series that disrupts Akane's self-image and daydreams (of romance with Dr. Tofu) and forces her to move forward into a new phase of her life and relationship with Ranma.
