Ranma-chan is swinging her head, throwing off water droplets. This occurs right after Akane throws a bucket of water on Ranma-chan, chnaging him to his female form. The white water drops are visible around her head. The blue background used here is a non-matching copy background that was supplied with the cel.
The douga is shown below along with the cel scanned against a black background to enhance the water drops and with the cel scanned against a white background.
