Akane is asking "Can I have a look at it?" after Shampoo explains what is special about the soap that Shampoo has.
The cel is truly interesting. Across Akane's breasts is a layer of strategically placed bluish soap suds. The image below shows the two cels layers, one that is a naked Akane with a single "soap sud" and a second layer that covers up Akane's entire breasts. The douga would seem to indicate that suds were alays intended to have full coverage.
