Happosai has just splashed Ranma with cold water from a faucet after Ranma swatted an approaching Happosai with a towel. Of course, the cold water has the intended effect of changing Ranma to his female form in the nude from the waist up. In reaction, in this cel, the naked Ranma-chan is shouting "Now you are going to pay" as she is about to make a punch at Happosai. Of course, Ranma-chan is completely forgetting about the fact that she is on the men's side of the bathhouse with all of the attention her nudity brings.
The cel is stuck to a blank piece of white paper.
