In this episode, as a result of a blow from Akane, Ranma has fallen into the Tendo pond, hit his head, and changed into female Ranma. Subsequently, due to the blow to his head, his worldview changed to that of a woman. Now, in this cel, while going shopping with Akane, Ranma-chan is just stepping out of the department store dressing room with a new frilly dress on.
I acquired this cel from Nichibei Anime Club (wonderful couple) at Anime Expo in July 1998. At the time and still today, I thought it to be a very nice cel of Ranma-chan with a feminine, celebratory demeanor.
