Well, cleanliness is next to godliness. So what better to fight over than a bar of soap. Here Shampoo is saying "Last time Shampoo be cat. Start today Ranma belong to Shampoo." She goes on to explain that she has a magic bar of soap that will keep her from changing into a cat when hit with cold water. Needless to say, the very next thing that happens is that Shampoo loses possession of the bar.
The top C4 (End) cel layer is nude Akane with a few soap bubbles. The middle B1 cel layer is Shampoo's smile. The bottom A5 cel layer is nude Shampoo with her lecture finger stuck into the air.
