It looks like nude Shampoo is about to dole out a whooping to somebody - a probably very distracted somebody.
Despite all of the nudity of most of the major characters in Ranma 1/2, there are very few instances of Shampoo appearing unclad, even partially so. So it is altogether frustrating that I haven't been able to pin down the exact episode where this cel is employed.
The lyrics from"Hair" seemed to make for an appropriate title.
