This cel shows Soun's reaction to Ranma's actions. Ranma pours water over his head and then reveals her breasts to Shampoo to show that he is a girl while claiming that he is actually a girl who just disguises herself as a boy.
This sequence of cels of Soun just came with another cel that I wanted. Since Soun's outfit is rather nondescript and doesn't vary throughout the series, I was rather surprised to actually run across the actual scene that this sequence of cels was part of.
