Akane and her classmates (Yuka is the one w long brown hair), having chased Happosai with brooms, come upon Ranma, who has been bested by Happosai and crashed into the schoolyard. The girls are looking back at Tatewaki Kuno, who is out of the frame, and is berating Ranma as incompetent in his defense of Akane against the depredations of Happosai.
The top cel layer C5 has Akane's two classmates. The middle layer B5 has Akane. The bottom A1 layer has Ranma.
The cel was panned top to bottom as Kuno goes on his rant. The screen capture shows the beginning and end of the pan.
The cel was interesting because it's just one of those funny comic moments. Also, there aren't that many cels around that show Akane and her classmates.
