Genma panda is actually pushing Dr. Tofu to look at Kasumi. Dr. Tofu has already gone into one of his total befuddlement states after Kasumi appears. He has just addressed Genma as if he is Kasumi. So Genma turns Dr. Tofu towards Kasumi.
The cel is D-13, but the douga that came with it is D-12.
