In this scene, a geyser of hot water has just exploded, sending Nodoka Saotome, Ranma's mom, into the air. Here Nodoka is falling down head first towards the ground as Ranma-chan (soon to be Ranma) rushes to save her. Nodoka only appears in the final two episodes of the TV series and in one of the OAVs.
As far as the cel title goes, Johnny Cash's Ring of Fire just kept running through my head. The C-1 cel layer has only Nadoka's mouth. All of the rest is on the B-8 End layer. The cel came with a hugely oversized douga of --- drum roll, please --- the mouth. For your viewing pleasure, I have a full and complete scan of this masterful douga below.
