Ryoga has caught Ranma in the girls' locker room but doesn't yet realize that the girl he is holding onto is actually Ranma. Ranma is trying to get into the girls' locker room to find the Japanese "Spring of drowned man", which is supposed to be underneath the locker room.
The screen capture shows that the cel layers are from slightly different frames with Ryoga actually matching slightly after the match for Ranma-chan.
