The neighborhood watch representative has come to Soun to ask that he takes action against a individual that has been terrorizing the neighborhood. Soun answers that he and Genma will catch the criminal. When the watch representative reveals that the criminal is a panty thief, Soun takes to his bed. Then, when Ranma suggests that he and his father go after the panty thief (Happosai), Genma turns into a panda playing with a ball. In the scene, Kasumi is commenting that Genma picks the most inconvenient times to turn into a panda.
The panda with ball seems to be Genma's favorite pose when he wants to avoid some responsibility.
